Access Governance for typical environments with "static authorization", for instance assigning roles to users and entitlements for specific resources and systems, is well understood by now. In fact, deploying Access Governance solutions in conjunction with provisioning infrastructure isn't all that difficult anymore. However, dynamic authorization management significantly ups the ante.
