Graham Francis is Head of International of the UK’s Office for Digital Identities and Attributes (OfDIA), where he leads on the UK’s approach to international interoperability of digital identities and credentials, including engagement with bilateral and multilateral partners.
OfDIA (www.gov.uk/ofdia) is responsible for ensuring trust in digital identities across the UK digital economy, under the UK’s Data (Use and Access) Act 2025. It maintains the UK Digital Verification Services Trust Framework, an independent conformity assessment scheme aligned to ISO/IEC 17065, and a register of UK certified digital identity services.
Prior to working at OfDIA, Graham has worked in a number of digital policy and delivery roles across government, including at the Government Digital Service and the Department of Culture, Media and Sport, where he worked on telecoms and online safety.
