Juul de Louw is a Lifelong Learning Strategist at the Npuls Eduwallet project with over 15 years of experience in the education sector. Juul works on building a trustworthy digital ecosystem for learning, with a strong focus on enabling lifelong learning across the education and labour market.
Since 2020, Juul has specialised in Self-Sovereign Identity, digital wallets, and Verifiable Credentials, exploring how these technologies can strengthen learner ownership and control over learning data and credentials. This work supports the portability, reusability, and trustworthiness of digital certifications throughout a learner’s life.
Juul initiated a regional interoperability experiment in the south of the Netherlands, based on global and European technical standards and involving multiple independent wallet providers. This initiative helped shape the Eduwallet approach and inspired similar efforts across Europe.
Since 2024, Juul has been working with Npuls, a Dutch initiative supporting innovation and collaboration in education. Within the Eduwallet programme, Juul operates across education, government, business, and the labour market to align technology, policy, and practice in support of a future-proof lifelong learning ecosystem.
