Regulations without Bite: How Secure Are European Enterprises and Governments?

Lieberman Software´s CEO Philip Lieberman says that his company, as a security vendor, sees that most of its business occurs in the USA because regulations come with severe and immediate penalties for failure to comply and remediate security shortcomings.  Are Europeans less secure than those in the USA as a result of toothless regulations regarding security, and if so, what will or should change? Is security for security’s sake enough of a motivation for European companies and governments to invest in security solutions?  Will standards like BASEL cause enterprises to implement better security after all these years?
