MR Dr. Oswald Kessler, was born 1954 in Austria. Since 1974 he is officer in the Ministry of the Interior in Austria. From 1974 to1980 he served as a police officer at the police headquarter of Vienna, from 1980 to 1982 after degree of University of law he was senior police officer in Vienna. From 1982 to 1995 he changed to the secret service of Austria where 1987 he became chief of operational forces and 1990 chief of the service. 1995 he switched as chief of the IT department in the Ministry of Interior. Since 2003 he is chief of the Support Unit ZMR responsible for E-Government and E-Identity.
