Bilhar is SVP for the eTrust Threat and Security Information Management Product Lines, these include anti-virus, anti-spyware, anti-spam, firewall, vulnerability management, policy compliance, security event management and network forensics. In this role, Bilhar has ownership of the product lines including product management, research and development and the CA threat response center.

Bilhar joined CA in 2003, prior to April 2005, he served as VP of Product Management for the eTrust Identity and Access Management Product Line. In this role, Bilhar was credited with defining and delivering on CA's vision for an integrated Identity and Access Management suite as well as formulating the strategy and being instrumental in the acquisition of Netegrity.

Prior to CA, Bilhar was in the web caching, media streaming and content distribution space within Novell's Net Content Business Unit and then with Volera, a majority-owned subsidiary of Novell. As director of business development at Novell, Bilhar defined a co-hosted content distribution service and established strategic partnerships with data center hosting companies. At Volera, as director of product management, Bilhar was responsible for product management and strategy across all Volera solutions. Volera is now a unit of Novell.

Bilhar joined Novell after its acquisition of JustOn Inc, an Application Service Provider (ASP) startup that he co-founded in 1999. At JustOn, Bilhar held the position of CTO and was instrumental in developing JustOn's first application, an Internet file-sharing service, which reached 5 million users in less than 6 months of operation.

As director of product management for email and web security firm Worldtalk (now Tumbleweed) he was credited with the first integrated web security product for anti-spam, anti-virus, malicious code and content inspection.

Before moving to California, Bilhar ran a London-based IT consulting firm. There he held security-related consulting and engineering positions for the UK DERA (Defense Research and Evaluation Agency), SITA (Société Internationale De Télécommunications Aéronautiques) in France, British Telecom and Digital Equipment Corp.

Bilhar received a bachelor's degree with honors in Computer Science from Aston University in England and is also CISSP certified.
